Killings by Police Tulsa

A white Tulsa police officer who shot dead an unarmed black man whose car had broken down and blocked a road was booked on a first-degree manslaughter charge on Friday, Sept. 23, and released on $50,000 bond, online jail records showed.

Terence Crutcher's twin sister said the family was pleased to learn Shelby would face prosecution, but they plan to stay vigilant and continue to demand accountability and transparency from law enforcement.

BREAKING: Tulsa officer Betty Shelby charged with first-degree manslaughter in death of Terence Crutcher, DA says. Here's everything we know about the police officer who killed Terence Crutcher...

Wood, Shelby's attorney, said the officer has been receiving death threats. "And we must remember that in our justice system, officer Shelby is innocent until proven guilty".

Crutcher died of a penetrating gunshot wound to the chest, Oklahoma medical examiners said.

Crutcher kept putting his hands in his pockets and taking them out and then walked toward his vehicle with his hands up, according to the document. Shelby's attorney said the officer thought Crutcher was behaving strangely and ignored her commands, and she was afraid he might be reaching for a weapon.

The family requested contributions be made to a memorial fund for Crutcher's four children. She is accused of "unlawfully and unnecessarily" shooting him after he did not comply with her "lawful orders".

Lee writes that she's sharing her experience to give people "a clearer understanding of the crisis we're facing and why we say black lives matter".

In two videos provided by Tulsa police on Monday, Crutcher can be seen with his hands in the air shortly before he was shot last Friday.

The criminal complaint against Shelby said her "fear resulted in her unreasonable actions which led her to shooting" Crutcher, 40.

Also absent is audio that could have captured exchanges between Crutcher and Shelby.

Wood said Shelby recalled Crutcher mumbling incoherently when she asked him if the SUV belonged to him. No body camera footage exists, because Tulsa police have not equipped officers with the devices, despite receiving a federal grant to do so last year.

Kansas City police are trying to determine whether an officer posted on Facebook that the killing of an unarmed black man by a white Oklahoma police officer was a "good shoot". A man inside a police helicopter overhead says: "That looks like a bad dude, too".

Police Sgt. Dave Walker has said investigators found a vial of the drug PCP in Crutcher's vehicle. She says one group included sixth-grade classmates of Crutcher's daughter.

In the dash cam video, several minutes go by before first responders provide aid to Crutcher. A voice heard on the police radio says: "Shots fired!" As recently as 2013, a City Council vote to rename the city's glitzy arts district, which had been named after the son of a Confederate veteran and Ku Klux Klan member, drew vehement opposition.

But Kunzweiler, the Tulsa prosecutor, emphasized the city's peaceful reaction in the aftermath of Crutcher's shooting. An affidavit from District Attorney Steve Kunzweiler's office said the officer "reacted unreasonably" when she shot Crutcher, who did not have a gun.
